Malaysia: Robust Product Standards System, Low Barriers for Raw Material Imports
Malaysia maintains an open policy for PVC raw material imports, with regulations primarily focused on plastic products and scrap plastic. There are no quotas or anti-dumping duties on PVC resin. However, HS coding and standard procedures are clear. Under the Customs (Prohibition of Imports) Order 1998 (amended), PVC-U (Unplasticized PVC) pipe products fall under building material regulations. Imports require certification by the Construction Industry Development Board (CIDB) and a "Certificate of Approval" for customs clearance; non-compliance risks fines of RM 10,000–500,000. PVC pipe products must comply with the MS 628 series standards (Multilayer PVC U pipes) and can bear the standard certification mark. Standardization bodies do not impose differential treatment on Chinese exporters, but imported products must undergo batch testing by SIRIM or certified bodies and bear the standard label. While scrap plastic imports face strict controls (HS 3915 requires DNSWM/DOE permits), PVC resin, as a raw material destined for industrial processing, is exempt from such restrictions.
