Thailand: Technical Barriers Centered on Quality Standards
Thailand has recently strengthened technical barriers to trade (TBT) for PVC pipes and food-grade plastic products. Since March 31, 2021, the enforcement of "TIS 17 2561 - Specification for Unplasticized PVC Pipes" mandates that all imported PVC-U pipes must obtain mandatory certification from the Thai Industrial Standards Institute (TISI) and bear the TISI mark. Non-compliant products risk customs detention or destruction (TISI standards list PVC-U pipes under mandatory certification since 2021). This certification involves both factory audits and product testing, conducted by TISI-authorized bodies, increasing import costs and setting high entry barriers for exporters. Starting in 2023, Thailand included several plastic food-contact items (e.g., PVC tableware, microwave containers) in its "List of Products Subject to Mandatory TIS Standards". The TIS 655 series standards took effect on January 3, 2023. Uncertified imports of such food-related PVC products are deemed violations, subject to destruction and fines. Furthermore, in April 2025, Thai Customs, in collaboration with platform operators (e.g., Shopee, Lazada), intensified compliance checks on online goods. PVC products lacking the TISI mark, Thai labels, or importer information face removal and penalties.

Overall, Thailand's restrictions on PVC imports primarily take the form of the TISI mandatory certification system, explicitly targeting PVC pipes and food-contact products. While applicable to all sources, it creates a significant market entry hurdle for uncertified Chinese enterprises.
