Uzbekistan: Raw Material Import Regulation
Uzbekistan, focused on developing its domestic deep-processing chemical industry, has emphasized procedural and labeling management in import regulations in recent years. Effective January 1, 2024, the country abolished the mandatory Uzbek-language labeling requirement for imported goods. However, products without compliant language labeling are still prohibited from obtaining certificates of conformity or sanitary-epidemiological conclusions. In essence, industrial materials like PVC resin do not require language labels for normal import, but consumer goods imports might face certificate rejection.
Beyond language requirements, standard procedures for importing general industrial goods apply, including obtaining import/export licenses, IEC codes, paying duties according to WTO commitments. Before November 1, 2025, regulations are expected mandating that producers and importers of plastic products, including bags, assume Extended Producer Responsibility (EPR), potentially involving recycling fees, indicating future environmental policy directions.
Notably, starting in 2027, Uzbekistan plans a comprehensive ban on the import and use of plastic bags, which may extend to managing imports of certain plastic masterbatches. However, as of now, imports of raw material-grade PVC remain unrestricted. These elements combined show a gradual strengthening of plastic material import management through labeling and environmental responsibility.
