Kazakhstan: Strict Adherence to Union Compliance System, Gradual Push for Local Deep Processing
As a member of the Eurasian Economic Union (EAEU), Kazakhstan adopted unified technical regulations starting in 2010. PVC raw materials imported from non-Union countries (e.g., China) require EAC certification (Eurasian Conformity mark) for customs clearance. Under Government Decree No. 904 (2001) and subsequent technical regulations, products like PVC need a Certificate of Conformity issued by nationally authorized bodies, bearing the EAC mark. This certificate is valid for up to 3 years; even batch imports require corresponding certification. Importers (must be legal entities registered in Kazakhstan) must submit test reports, product specifications, and samples for compliance testing. Only after obtaining the EAC certificate can customs clearance be declared.
