Russia: Certificate of Conformity Constraints under Union System
As a member of the Eurasian Economic Union (EAEU), Russia heavily relies on the EAEU unified regulatory system for non-Union technical products like PVC. All non-Union exporters must comply with technical regulations like TR EAEU 041/2017 "On Safety of Chemical Products", undergo conformity assessment, and affix the EAC Conformity mark (or relevant GOST/TR certificate) to clear customs and enter the market. With a valid EAC Certificate of Conformity, products can circulate freely within all 5 EAEU countries. However, expired, missing, or improperly issued certificates (i.e., not from a Union-authorized body), or products lacking the EAC mark, will be blocked by Russian customs. Certification types include batch certificates (validity varies) for single shipments or annual certification (1-3 years valid). Importers must also provide a contract, commercial invoice, transport documents, certificate of origin, sanitary certificates, and other documents for customs declaration.
