Bangladesh: Emphasis on Customs Procedures and Documentation Integrity
Bangladesh imposes no specific import quotas or differential tariffs on PVC raw materials and has no direct trade measures against Chinese importers. However, it has stringent requirements for standard trade procedures and documentation. All importers must apply for imports through formal banking channels (e.g., Letters of Credit) and submit complete documents – including Importer's Authorization, Bill of Lading, Commercial Invoice, and Packing List – to customs. According to the Import Policy Order (IPO) enforced since 2015, imported products must be correctly marked with the country of origin. While non-discriminatory by industry, non-compliant origin declarations can cause delays, fines, or even confiscation. PVC products intended for construction or food contact must meet local health or standardization requirements, but such oversight is relatively lax and hasn't formed a structured technical barrier system.
Overall, restrictions on PVC imports in Bangladesh lie not in technical scrutiny or trade barriers, but in the strict enforcement of documentation and compliance procedures.
